Integrity in all things precedes all else.

     For more than a decade my name has been associated with Helicopter GPS Instrument Approach Procedures. I managed the FAA Helicopter GPS flight testing, which led to the origination of the very policies and criteria used for the development of today's IFR procedures, and together with my Technical Director and Senior Engineer, Edwin D. McConkey, we have remained at the forefront of FAA R&D and Flight Testing for our next generation criterion.

     While serving as an advisor to the International Civil Aviation Organization (ICAO), and working with FAA and Civil Aviation Authorities from around the globe, helicopter GPS criteria was published by ICAO for use throughout the world. As Chairman of HAI's Flight Operations Committee, and Chairman of the Vertical Flight Working Group to FAA's Performance-Based Aviation Rulemaking Committee, I remain a champion and leader for our industry's IFR capabilities.

     I offer unique qualifications to any customer or project: a career helicopter standardization pilot and graduate of the aviation safety and accident investigator course; knowledgeable in FAA Aviation Flight Standards; accomplished in FAA and ICAO policy and rulemaking, and; experienced in FAA flight inspection and procedure development.

     As the initiator of the first GPS IFR approach approved by FAA, the original non-fed developer of IFR instrument approach procedures, and FAA Designated Procedure Evaluation Pilot (PEP), I have been an impetus of helicopter GPS IFR all-weather capabilities from the very beginning, been instrumental in over 90% of the helicopter procedures in the United States and more than 1/3rd of all current FAA special procedures, and have traveled to Asia, Europe, South America, and Africa, supporting helicopter operators around the world.
